LOS ANGELES (Reuters) - U.S. Catholic bishops on Wednesday urged the U.S. Congress to resolve differences on immigration reform and seize a "historic moment" to give all of the estimated 12 million illegal immigrants a path to citizenship.
Meeting in Los Angeles for their bi-annual conference, the bishops said an enforcement-only approach to immigration had failed and that stronger border fences and a piecemeal approach would do nothing to deter those seeking to find work in the United States.
"Over the past 12 years, our government has spent $25 billion on enforcement of our border. During the same period, the number of undocumented in the nation has nearly doubled," said Bishop Gerald Barnes of San Bernardino, who heads the U.S. Catholic Bishops committee on immigration.
"We urge congressional leaders and the President to seize this historic moment and enact a just and humane immigration measure," Barnes told a news conference.
"Either fix it, or five years from now there will be 20 million illegal immigrants here," said Los Angeles Cardinal Roger Mahony, whose vow to disobey any laws that would criminalize illegal immigrants and those who help them has made him a leading voice in the national debate.
Lawmakers are struggling to reconcile a bill in the House of Representatives that focuses strictly on border enforcement with a Senate bill that would also create a temporary work program denounced by many conservatives as equivalent to an amnesty for illegal immigrants.
The bishops said all undocumented workers currently in the United States should be given a "viable and workable earned path to citizenship," not just those who have been here longest.
They also backed a temporary worker program and reforms that would reduce family immigration backlogs. Continued...

So much so for this roller coaster ride. Here's the political trend I'm seeing for immigration related bills
If a senator introduces a immigration bill, Its put off until CIR. All immigration related bills should be together.
But, when CIR comes to discussion, everyone knows it would never get passed. Too much opposition.
Is this because of color. May be.

Yes, my lawyers have shortlisted cases by PD and EB2/3 categories....and suggested best effort to file before July 31st..(when new fees kick in - guess they want to save the EMployer some green)....

Years we have been told priority date establishes your place in the queue.
We have spurned job offers and declined the new PERM process to hold on to the priority dates.
Many are still awaiting labor certifications from the backlog elimination centers. Out comes USCIS and says everyone with a LC can file I140 & I485.
People still waiting for LC with priority dates in 2003-2004 are seeing applicants who have priority dates as late as 2007 but with approved LCs through PERM walk through to I485.
Net result, USCIS is going to be flooded with applicants enough to retrogress the priority dates 3-4 years back as early as september. (Everybody with a LC will be able to file for I485 in July). So applicants with priority dates of 2007 are going to get EAD and GC, while LC backlogged 2003 applicants to have to wait for another 3-4 years before they can even file I485.
Aint fair. Aint fair at all. How can this be. How can rules be changed in the middle of the game.
You have to take things in your stride man. We all know this whole process is broken, but lets cheer for our fellowmen who are lucky to apply for I-485. Your time will come around soon. Cheer up!;)

I spoke to a lady named Susan ( from expatsvoice.org ) yesterday and she told me that she is pursuing with Senator from Florida about making changes in CSPA Act. They have already given some sort of draft legislation to that Congressman.
I would request our Core Group to join hands with that group to pursue this matter further.

Dependent should be removed from the cap or the primary applicant should be able to bring the dependet to US with some kind of visa while the primary applicant is using EAD/GC(its ok if this visa does not allow the dependent to work in US untill the PD becomes current and his/her 485 is filed)
At present there are many singles/married who are not switching to EAD in order not to jeoperdize the spouse H4 visa.

... there was a time when it used to be horizontal spillovers. i.e. remaining EB3 from other countries used to go to EB3 I/C/M, and remaining EBx from other countries used to go to EBx I/C/M. (same level to same level)
At that time EB3 I used to get around ~15K-20K, from other countries. Then all of a sudden USCIS started vertical spillover, i.e. any remaining numbers from other countries no matter what EBx, will go to EB1 I/C/M and then fall to EB2 I/C/M and then to EB3 I/C/M.
This way EB3-I gets nothing as everything is consumed at EB2-I level.
If there is a way to get USCIS to start horizontal spillover again, then things can get OK, as USCIS does not need any law change, or any legislation change for this policy.
How can we confirm the spillover interpretation. I am not familiar with the spillover rules but my understanding was that only if there in an excess in EB2 then the spillover gets down to EB3. Am I wrong or as per rules should spillover be distribued equally? If it has to be distributed equally then we need to do a mass mail or something and ask USCIS to explain. Hi Friends,
Please share your thoughts and sugessions. I sent EAD Renewal application on 1st April reached by 2nd april 9 AM. Still no check cashed or got the rcpt. notice.
Here are my questions
1) I made travel plans on May 14th to visist India will I get my EAD by then?
2) I have a valid EAD tilll July29th 2010. What happens if i leave before my EAD approved.
I am really tensed can yopu guys have any ideas?

EAD has nothing to do with travel. your AP is your travel document. make sure BEFORE you leave the country you have the AP in hand that is valid on the day you re-enter the country. if you currently have an AP that expires after your return date, then you are good to go. even if you file for AP revewal now you must have received the approval BEFORE you fly.

The worst injustice USCIS committed was setting up Backlog Elimination Centers and letting an incompetent contractor handle the cases slowly. Elaine Chao must be fired for incompetence and indifference just like Brown was fired for Katrina bungling.
Brown (and Bush administration) don't care about AMERICANS (well, mostly poor blacks but Americans anyway...), while Elaine Chao and her great team don't care for immigrants. Who gives a damn?! She may even get a promotion for this screw up, forcing some immigrants to give up and pack back.

My wife and I went for the medical examination 1.5 years ago, when we thought we'll be eligible to file shortly. We still have those sealed envelopes. However, the time passed and I understand we need to undergo the exam again for our June filing, correct?
The first time around my wife had a positive skin test (immunized in childhood) and negative Xray. Back then she was advised to never do the skin test again, as it'll always be positive. So, she'll need to go for an Xray this time. However, she is pregnant, and they don't Xray pregnant women... Is she an exempt then? There gotta be a provision for something like this, right?

At least EB3 I should get its share of Visas, which is not happening. A lot of the visas are being wasted or spilled over to other categories.
Actually, this is really insane logic. If there is any spill over from EB1, it should go to most affected categories like EB3I. But its going to EB2. This is a BS.
At least the following should happen:
1. EB3I should get its share of allocated visas every month / year.
2. Spillover should happen to EB3I (as a most trafficked category)
3. Consider the EB2 porting while setting cut off dates.

Same here, Iam Dec 2005 and still waiting ..........
I have been looking at number and the IV forum and there are very handful number of cases with December 2005 that have been touched.
I think we need to cheer up and be optimistic in addition to creating SR, senator route and infopass. I have a feeling that all the October, Nov and December cases might be in a single lump of files and we will get it in the next week or so.

If we have a large number of people from the Southeast region, may be we can demonstrate in the front of the Atlanta PERM office. I think this may be crucial especially during this election time.
I am in Atlanta, I would definitely like to do that. If we get more people to come join us (and some way to get some media attention - local FOX News or CNN). We could also try to bring our family to help us with the support:D

Do not panic. I have a very good experience with CGI Houston. So far I renewed four passports at different times. They take minimum six weeks to process the passports issued in India. The latest one I sent was reached them on September 24th and I got renewed passport on Nov 9th.

Now that the amendmendts from Senate side have been defeated, what is the latest from House? Do we keep calling CHC members or we have another plan of action? I think the front page needs to be updated.

Though I love the recent forum posts being displayed alongside the content on the home page, I think it's also a drag on the resources and takes down the main site at times because of issues with the Forums/DB.
We're all (mostly) techies.... we should be able to fix this and deliver higher SLAs for our web site...
Available to contribute and volunteer if required for this, as the core already knows. :)
