The key in this case is "the grounds on which they believe that your H1 petition is not approvable under INA". What they have mentioned is that "they have forwarded appropriate MEMO with the application to KSC".
This smells to me that they are talking about "empoyer employee memo" since you are working for consulting company.
My advise:
1. You have to take this with USCIS; probably with KSC.
2. This is unlikely to be successful without a good lawyer. You really need a good lawyer to get your I 797 reissued or something in that line. Once that is ready, then your wife and kid can get another chance at H4 visa. (this will unfortunately mean that this is likely to take some time before they can reapply for the visa stamps).
I do feel your pain, but unfortunately I do not see too many options here. Until and unless they reform this screwed up system, random cases will go through this type of thing....

I dont know if u have xerox of ur passport.If u have xerox,i think u can contact passport office and let them know what happend .There could be chances for them to consider ur case as Damaged passport and attempt in issuing new passport.

National Car rental denied me the car with the same excuse as I was carrying an Indiana license with temporary written on it.
A Toyota car dealer denied me financing with the same reason.
At the airport, they told me that I need to carry my passport whenever I travel domestically. None of those ever happened to me either in the last 9 years. I had to go through hell lot of paper work to get an apartment.
I guess this is a start of new era of legal discrimination, where the government is trying to deny basic services to legal immigrants by writing temporary in the license. It is providing the fuel necessary for all anti-immigrants to acheive their goals.

We completed our finger printing today ( Nov 28,2007). Even though our appointment was scheduled on Dec 01, 2007 at 1:00 PM at Newark NJ, fort worth ASC didn't have any issue in taking our finger prints except for the timing. We made sure that we appeared for FP at 1:00 PM.

Since they are ready to discriminate on the basis of nationality (err...place of birth), to ensure 'fair' GC distribution, they should do it on a region-wise basis for India and China, because, states in these two countries are as large as entire countries; its time the Shahs, Parikhs, Patels and Venkats were stopped for a few years to give other Indians a chance....
If quotas can't be eliminated perhaps they can be redefined......united we are failing...divided we can win.....two states shouldn't be allowed to capture all visa numbers for India....:mad:
I hate to do this: but perhaps this idea may have weight: if a country's population exceeds 400 million, region-wise GC allocation be considered for such countries to ensure a fair chance to all people.
I do not want to be in the same quota as certain two Indian states (its actually just one state, the other state is clogging FB more than EB...) responsible for this mess, and some one from Sikkim should be given preference over me by this logic.....

In layman terms, there is a reason why Walmart buy's goods from China. There is a reason why H1B program was started (being shortage of highly skilled labor)
Trying to change status quo is a serious threat to any business in these difficult times.

Yes it counts a lot. I guess it is for 1-2 years, go for evaluation ASAP. I too have same from private institute plus another diploma of another year. It worked for me.

I have an approved I-140 (EB3 PD Oct 2004) and a pending I-140 (EB2 PD Jun 2006). Both from the same employer/company, for different job requirements.
If on July 01 I file my I-485 using the approved I-140 (EB3 PD Oct 2004), when the dates for EB3 retrogress in the coming months, and after the currently pending EB2 I-140 is approved, will I be able to request USCIS to substitute my EB2 I-140 with the EB3 I-140 for the same I-485?

If COS has been requested during filing then H-1B comes with an attached I-94.
Why did you get I-94 along with your H1B, when you are in US and apply for H1B you will not get the I-94. Usually upon approval of H1B your status changes to H1B from H4 and you dont get I-94 attached. In your case, you are still on H4 and my understanding is that you may need to get stamping to convert to H1B. Even if you go for SSN they may not give you if there is I-94 attached(iam not sure about this).
Talk to a lawyer immediately.

My I-140 was approved recently on June-4-2009.
I had 2 soft LUDs on mine and spouse's 485 on June 24 and June 25,2009.
No RFEs. Not sure whether it is pre-adjudication.
Pre-adjudication doesn't necessarily raise an RFE.

Same thing has been happening to me for years. Then I decided to try and get some positive energy around me and hence picked this name...
Believe me or not, Things have really brightened up for me after I registered with this name :) ( July 17th reversal of visa bulletin update, July 18th, Got my I-140 approved without any RFE, my case had a lot of issues which could have resulted in a denial )
This your post is so encouraging to me, and I'm just about ready to change mine. Any suggestions? I need some brightening up with EVERYTHING.
Any suggestions pls for a new name?
